Job Description

JOB SUMMARY
The Senior Director of State Government Affairs is responsible for developing, coordinating and implementing government and community affairs strategies and activities that advance the company’s interests in the Los Angeles area primarily at the local level. The job includes significant management experience; the candidate for Senior Director will oversee multiple employees across multiple jurisdictions and will have a senior level management role reporting to the Regional Vice President for State Government Affairs in the West Region.

The job includes representing the company before local governments and administrative/regulatory agencies, franchising and procurement, external affairs, community affairs, as well as strategically planning, managing and executing other activities and events that advance the company’s overall objectives.

This employee will interact with senior level regional employees for the company in their management area. The following offers more detailed descriptions of the kinds of responsibilities associated with the position.

MAJOR DUTIES AND RESPONSIBILITIES
Manages a team of government affairs professionals and develops, contributes to and supports Charter’s government affairs and public policy strategies and tactics in California; develops, builds and expands relationships with public officials and other influential policy makers primarily at the local level and directs a team of government affairs professionals in these endeavors

Manages the collaboration with government affairs team and outside consultants to develop and grow grass roots and third-party support for the benefit of the company and its interests; develops budgets and effectively plans and executes initiatives to grow the company’s image within the communities managed to support the broader government affairs objectives and agenda; develops and manages the company’s local political contribution strategies, where permitted under applicable law

Represents the company with external constituencies, including elected officials and other primarily local government agencies, commissions, authorities, industry and business organizations, and organizes and represents the company at community events and other external functions

Drafts, analyzes, and/or presents local legislation, franchise/contract language, amendments, and testimony as necessary and perform local legislative and regulatory advocacy

Serves as company’s principle liaison between various local trade associations; engaging to drive agendas where appropriate to align with corporate objectives

Manages consultants and lobbyists related to local government and public affairs as necessary

Manages approaches and support team’s interactions with local governments, including on permitting, right-of-way and other local concerns

Manages and oversees local franchising and franchise compliance within the region, where necessary

Manages team’s response to and company resolution of escalated complaints from local, state or federal government authorities

Manages the identification of government-related business opportunities and facilitate discussions between sales team, field team and local government officials; and assists internal team in developing responses for government procurement

Develops approaches to support company’s business objectives and to manage outreach and interactions with local government constituencies related to our business and services



REQUIRED QUALIFICATIONS
Skills/Abilities and Knowledge
Ability to Read, write, speak and understand English
Communicate orally and in writing in a clear and straightforward manner
Handle multiple projects and tasks
Make decisions and solve problems while working under pressure
Analyze and interpret legislation, regulation, contracts, franchises and legal documents
Use personal computer and software applications (i.e. word processing, spreadsheet, presentations, etc.).
Work independently, but also to collaborate effectively with colleagues, peers and other internal and external constituencies
Exercise independent judgment and discretion in matters of significance and operate with integrity and within company values; maintain high standards for ethical practice
Have knowledge of cable, telecommunications and broadband products, services and regulation preferred
Manage people and act in a supervisory capacity


Education
Bachelor’s Degree or Equivalent
Background in law, government or public policy required


Related Work Experience
Advocacy, lobbying and negotiation skills
Political/government relations background
Understanding of state and local government
Generally 10+ years of related experience in the cable industry, government, public policy or legislative arenas


WORKING CONDITIONS
Normal office conditions
Frequent travel required
Regular, consistent and punctual attendance.
Able to work nights and weekends, variable schedule(s) as necessary
Vision ability, close vision, peripheral vision, and ability to adjust focus

Valid driver’s license
Satisfactory driving record within company standards
Auto insurance
