Job Description

Legislative and Regulatory Advocacy  (0303)

  • Identify– at an early stage so as to permit timely JMH advocacy efforts – new legislative, regulatory, and ballot proposals which, if adopted, would significantly impact JMH.  Analyze such proposals; provide summaries to key JMH stakeholders; secure input from the appropriate JMH stakeholders to assess the potential financial and operational effect of such proposals (if ultimately enacted).
  • Develop and continually revise an advocacy plan (“Advocacy Plan”) that identifies (i) the specific legislative, regulatory, and ballot proposals that warrant allocation of JMH advocacy efforts, (ii) the rationale for prioritizing such identified matters; and (iii) the recommended tactics, strategies, and messages for each such effort. Solicit regular input from relevant JMH stakeholders in the development, revision, and implementation of the JMH advocacy plan.
  • Foster and maintain close working relationships with the following to facilitate execution of the Advocacy Plan: state and local officials and their staff; members and staff of key trade associations and business groups, government affairs representatives of other health care providers and businesses in the state and region.
  • Effectively perform the following and other similar actions as called for in the Advocacy Plan: develop and distribute written advocacy communications and social media advocacy communications; structure effective meetings and in-person events with government officials (and staff); represent JMH in legislative or other governmental hearings; convey JMH policy positions to external audiences; prepare JMH executives for participation in the foregoing meetings and hearings.
  • Ensures appropriate coordination of communications strategies, messaging, and media outreach with appropriate internal audiences, including (among others) the Director, Corporate Communications; Director, Community Health Improvement and other JMH liaisons to external groups.
  • Ensure JMH adherence to restrictions on political and lobbying activity by 501(c)(3) organizations.

 

Community and Public Affairs (0303)

  • Collaborate with colleagues in JMH marketing & communications, community benefit, and employer/broker relations to develop and execute a communications plan to (i) effectively message the constructive, charitable, and active role JMH plays in the community and (ii) ensure appropriately-targeted messages are routinely provided to appropriate community stakeholders on these topics. Continually revise the plan and messaging to meet evolving needs.
  • Represent JMH in local forums and local community groups in order to enhance JMH’s visibility and reinforce the messages regarding our constructive, charitable, and active role in the community.
  • Foster and maintain close working relationships with the following to facilitate execution of the Community and Public Affairs efforts: state and local officials and their staff; members and staff of key trade associations and business groups, government affairs representatives of other health care providers and businesses in the state and region.
  • Effectively perform the following and other similar actions as called for in the foregoing community and public affairs efforts: develop and distribute written advocacy communications and social media advocacy communications; structure effective meetings and in-person events; represent JMH in community forums; convey JMH activities to external audiences; prepare JMH executives for participation in the foregoing meetings.

Internal Education (0303)

  • Continually update key JMH stakeholders regarding (i) the status of relevant legislative. regulatory, and ballot proposals and (ii) the content of and progress under the JMH Advocacy Plan.
  • Continually update key JMH stakeholders regarding content, recent progress, and planned future efforts on the above-reference Public Affairs activities.
  • Educate JMH personnel regarding restrictions on political and lobbying activity by 501(c)(3) organizations.
