The RISE State Manager, Public Affairs, is a member of the public affairs team responsible for strengthening and increasing the association’s presence in priority states and municipalities to achieve positive policy and public relations outcomes. The State Manager, Public Affairs implements strategies and tactics that integrate data, communications and grassroots to engage members, allies, policy makers and other stakeholders in the association’s state and local policy work. The position reports to the Vice President, Public Affairs. Responsibilities Manages and increases the impact of the association’s state and local public affairs practice. Works collaboratively as part of the association’s public affairs team to implement successful campaigns, programs and projects using the tools of public relations and government affairs. Cultivates and maintains effective relationships. Maintains fluency with state and local legislative and media activity and trends. Implements proactive strategies for addressing policy proposals, including on-the-ground support and information gathering in priority states or local markets. Monitors, analyzes, aggregates and communicates about state and local legislation and policy proposals to teammates, members and allies through a variety of channels. Manages state lobbyists, ally relationships and coalitions. Manages and increases participation in the association’s grassroots program. Manages the association's legislative affairs committee. Other projects as assigned. Qualifications Effectively manages priorities and meets tight deadlines. Has superb oral and written communications skills. Possesses excellent organization and analytic skills along with the ability to take a proactive, self-directed approach to daily activities and projects. Exercises good judgment and problem-solving skills. Demonstrates leadership and collaboration. Develops and successfully maintains key relationships, including those with members, allies, policymakers, lobbyists, coalitions, grassroots stakeholders, and at all levels of the association. Skilled problem-solver and negotiator. Influential speaker and writer with the ability to produce effective written work products, including distilling complex or technical information into concise and cogent communications. BA/BS degree in communications, public relations, political science or similar field. Campaign experience and knowledge of state and local governments is a plus. Minimum of 5 years’ experience in a related position. Proficiency with Microsoft Office. Travel is required to be successful in this position.
