Founded in 2011, the Oregon CASA Network was created in response to the need for a collaborative statewide voice for the local CASA programs. Our mission to strengthen local CASA programs supports the vision that all CASA programs have sustainable resources to advocate for all children who are victims of neglect and abuse in Oregon.
The OCN, a membership organization directed by the local program members and governed by a board of directors and executive director, serves 23 local CASA programs. In 1987 the Oregon Legislature passed the CASA bill, establishing the mandate for a Court Appointed Special Advocate (CASA) volunteer on every case under ORS chapter 419B. In addition to our statute and funding, CASA programs have lobbied for bills serving the best interest of children who are wards of the state and to expedite permanency for these children.
