Job Description

The Legislative Analyst will report to the Vice President, Legislative Affairs.  The Analyst will assist the team in providing the Government Relations (GR) function and the Senior Leadership Team (SLT) with timely, comprehensive federal budget, legislative, political, and policy analysis as it relates to company priorities.  Candidate will conduct legislative policy research and develop white papers to support company lobbying activity.  Candidate will also manage the internal GR budget.


Essential Duties and Responsibilities:

  1. Track and analyze the President’s Budget Request for Defense as it progresses through the Congressional Authorization and Appropriations process.
  2. Serves as point of contact for the coordination of GR input into various business reports (QBR, CBR, IBP, etc.).
  3. Manage the GR annual budget and external consultant contracts.
  4. Assist in advising the Senior Vice President (SVP) of GR on points of substance and style for outbound GR products (briefing materials for senior leaders, budget/policy updates, campaign plans, GR overview presentations, etc.)
  5. Provide coverage of Congressional hearings as needed.
  6. Assist in drafting of white papers to use for Hill engagement.
  7. Other support as requested by SVP and VP, Executive Branch and International Government Relations.

Minimum Education and Experience:

Bachelor's Degree and 5 years work experience or equivalent experience


Required Skills and Education:

  • Bachelor’s Degree (Political Science, American Government, Public Policy, or related field preferred)
  • 5 years of experience, with 2-4 years’ experience as staffer on Capitol Hill on in related field.  Experience with Armed Services or Defense Appropriations Committees preferred.
  • Concrete understanding of government functions and familiarity with the budget Authorization and Appropriations process.
  • Experience managing a functional/operational budget.
  • Analytical thought needed to resolve issues in a variety of complex situations, without supervision.
  • Strong skills in PowerPoint, Publisher (including graphic design), Excel, and Microsoft Word.
  • Excellent written and communication skills.
  • Ability to work in a cohesive team environment.


Preferred Skills and Education:

Master’s Degree or work towards Advanced Degree in Political Science, American Government, or Security Studies
