The Senior Director of Government Affairs is responsible for developing, coordinating and implementing government strategies, advocacy, coalition development, community outreach and engagement and other activities that advance the company’s interests before the California Legislature and regulatory agencies in Sacramento. The job includes significant legislative experience and will have a senior level management role reporting to the Regional Vice President for State Government Affairs in the West Region.
The job includes representing the company before state governments and administrative/regulatory agencies, external affairs, community affairs, as well as strategically planning, managing and executing other activities and events that advance the company’s overall objectives.
This employee will interact with senior level regional employees for the company in their management area. The following offers more detailed descriptions of the kinds of responsibilities associated with the position.
MAJOR DUTIES AND RESPONSIBILITIES
Manages, develops, contributes to and supports Charter’s government affairs and public policy strategies and tactics in California.
Develops, builds and expands relationships with public officials and other influential policy makers primarily at the state level, and predominantly in California.
Manages the collaboration with government affairs team and outside consultants to develop and grow grass roots and third-party support for the benefit of the company and its interests.
Develops budgets and effectively plans and executes initiatives to grow the company’s image within the state legislature to support the broader government affairs objectives and agenda.
Manages the company’s California state political contribution strategies, as permitted under applicable law.
Represents the company with external constituencies, including elected officials and other government agencies, commissions, authorities, industry and business organizations, and organizes and represents the company at community events and other external functions.
Drafts, analyzes, and/or negotiates legislation, amendments, position papers, talking points and testimony as necessary and perform legislative and regulatory advocacy.
Serves as company’s principle liaison between various trade associations; engaging to drive agendas where appropriate to align with corporate objectives.
Manages consultants and lobbyists related to government affairs and legislative engagement.
Manages team’s response to and company resolution of escalated complaints from local, state or federal government authorities.
Manages the identification of government-related business opportunities and assists internal team in developing responses for government procurement; develops approaches to support company’s business objectives and manages outreach and interactions with government constituencies related to our business and services.
Skills/Abilities and Knowledge
Ability to Read, write, speak and understand English

Analyze and interpret legislation, regulation, contracts, franchises and legal documents.
Identify policy arguments; negotiate amendments; understand and synthesize complex policy, legislative and political issues; draft position papers.
Use personal computer and software applications (i.e. word processing, spreadsheet, presentations, etc.).
Work independently, but also to collaborate effectively with colleagues, peers and other internal and external constituencies.
Exercise independent judgment and discretion in matters of significance and operate with integrity and within company values; maintain high standards for ethical practice.
Have knowledge of cable, telecommunications and broadband products, services and regulation preferred.
Manage people and act in a supervisory capacity
Bachelor’s Degree or Equivalent
Background in law, government or public policy required.
Related Work Experience
Advocacy, lobbying and negotiation skills.
Political/government relations background.
Understanding of state and local government.
Generally 10+ years of related experience in the cable industry, government, public policy or legislative arenas.
Normal office conditions.
Regular, consistent and punctual attendance.
Able to work nights and weekends, variable schedule(s) as necessary.
Vision ability, close vision, peripheral vision, and ability to adjust focus
CERTIFICATIONS AND/OR LICENSES
Valid driver’s license.
Satisfactory driving record within company standards.
