Job Description Summary:

PayPal is currently seeking a talented individual to help drive public policy engagement in Washington, DC for the most innovative fintech and payments company in the world. The US Federal Government Relations Manager will work closely with the Head of GR Americas to set goals and execute strategies relating to Federal public policy. The Manager will play a lead role in the implementation of agreed tactics, working in tandem with team members and external consultants. This individual will be expected to identify critical stakeholders on issues and manage effective engagement with those persons and entities. This candidate will have the ability to work with some super talented folks, materially impact our public policy strategy, and be part of a fun and collaborative team.

Job Description:

The primary focus of work shall relate to financial services and other issues impacting PayPal’s business, which include trade and barriers to commerce, tax, intellectual property, privacy and cybersecurity. Depending on the candidate’s experience and expertise, he/she will be expected to lead the Federal GR team’s work on some of these issues, liaising with business representatives to ensure alignment with business priorities and set expectations for the achievement of the GR team’s work assignments. Therefore, this individual will be expected to conduct detailed research into relevant policy issues and provide substantive policy analysis accordingly. They will also participate in trade associations and industry organizations on PayPal’s behalf.

The candidate will have the opportunity to engage in work relating to important GR tools. These include assisting with the PayPal Political Action Committee and our grassroots advocacy efforts. The Manager will also be expected to attend fundraising events.

The Manager will have opportunities to interact with executive level management at the company. Therefore, an ability to communicate complex political and government relations issues and corresponding actions is imperative. It is expected that they will need to engage in some travel for this position, primarily to the company’s offices in California and New York.

The successful candidate must have superb organizational and communication skills. This shall extend to drafting materials for and on behalf of company leaders, including but not limited to briefing materials, legislative and regulatory correspondence, and official testimony. He/she must be able to manage and prioritize multiple assignments.  This is a job for a person who takes initiative and has a can-do attitude.  A willingness to be helpful to the greater Americas GR team through constructive feedback and contributing to upwards management is critical.  This individual must be a team player who puts a premium on collaboration and working together with the current members of the Americas GR team.  Most importantly, the candidate must demonstrate an enthusiasm for the PayPal community – both internally and externally – and be a team player.


  • The successful candidate should either have an undergraduate degree and at least seven years’ experience in politics or government, ideally including at least 6 years of experience in Washington, D.C. (working on the Hill, in lobbying, in-house government relations, industry associations, the executive branch); or a postgraduate education and at least 4 years’ experience in Washington, D.C.
  • Active user and advocate of PayPal highly desired.

The candidate will also be able to demonstrate a strong track record in the following areas:

  • Delivering smart, creative and effective strategies in government relations work.
  • Superb verbal, written and editing skills.
  • Seasoned government relations or political professional with a strong track record of success and nurturing relevant contacts.
  • Proven expertise in the areas of financial services and tech policy, legislative and/or regulatory matters.
  • Expertise in any of the following domains would be an advantage: e-commerce, trade, tax, privacy, intellectual property, antitrust, cybersecurity.
  • Proven experience building and maintaining positive and productive relationships with internal and external stakeholders.
  • Ability to work with minimal direct supervision, but also have the ability to know when to seek help or support from supervisor or colleagues. 
  • Excellent collaborative problem-solving capabilities with a high level of maturity and judgment.
  • Technology savvy. Able to effectively express understanding of complex issues in a means that will engage our external audiences.
  • Able to contribute to the development of a resourceful and results-oriented teams – set clear priorities and focus on outcomes and impact rather than inputs.
