The Director of Government Relations and Community Advocacy is based in Overland Park, Kansas to work closely with Netsmart executives and clients who routinely visit the executive briefing center located in our headquarters. The primary role of this position is to represent the interests of the providers within the communities we serve to give them a voice in the regulations and legislation from the national and state level so that we can help our clients achieve their missions.

The Director of the Division of Government Relations and Community Advocacy provides strategic and operational oversight of human services and post-acute federal and state advocacy activities aimed at advancing our client’s strategic objectives for delivering quality care. The Director, using their experience and expertise, will advise and collaborate with the Netsmart executive team and client leadership to execute the strategic vision and goals as established by the steering committee comprised of Netsmart and the provider community. The Director, working with internal and external resources available, will ensure that the voice of our providers is appropriately represented in all related legislative and regulatory arenas where the decisions and outcomes impact providers and the patients cared for by our clients. The Director will identify and implement strategies that proactively advance the strategic goals and promote the needs of the communities we serve in all legislative, regulatory, political, and advocacy arenas. The Director, in collaboration with leading associations within the industries we serve will inform and combine efforts with association efforts to achieve the outcome we are seeking.

The Director will establish and maintain relationships with members of Congress, Congressional and Committee staff, professional and political staff working in the Administration, and with representatives of other health care organizations and associations. Provide strategic and management oversight of the federal and state advocacy activities. Identify and implement strategies that proactively advance the strategic goals of our providers in regulatory, political, and advocacy arenas.

Provide professional leadership to the Netsmart executive team and our clients to keep leadership informed and in a position to proactively influence legislation that has such an impact on our clients. 

REQUIREMENTS:

  • This position requires a sound working knowledge of legislative and regulatory processes gained through ten or more years previous experience in a responsible position working with government, Congress, or in the private sector.
  • Strong communication skills including the ability to write for different audiences; be a highly competent and effective public speaker; and have the ability to work effectively with people who have different views.
  • Strategically coordinate and oversee all elements of successful public policy priority campaigns.
  • Meets one-on-one and/or orchestrates meetings with Netsmart executives to meet with members of the state legislature, their staff, and other state government officials to gain support for advocacy issues.
  • Monitor and engage on federal and state-level legislative and regulatory issues of concern
  • Provides policy research, development of support materials, preparation of speakers, and other activities as needed to advance our client’s agenda.
  • Participates in coalition building efforts and collaborative partnerships to leverage opportunities that advance the advocacy issues.
  • Collaborates with marketing on development and timing of media advocacy efforts.
  • Experience managing a lobbyist and guiding their efforts. 
  • Prepares required reporting information including local, state and/or federal lobbying reports and other reporting as necessary.
  • Provides advocacy presentations and attends and participates in relevant industry association meetings throughout the year, including national and regional meetings.
  • Direct experience in advocacy, lobbying and/or issue advocacy campaigns.
  • Experience working across a cross-functional team of communications and marketing professionals.
  • A bachelor's degree is required and a master's degree is preferred.
