Why Now: Broken Citizenship and Pressing Challenges

Today, the need for a common experience of citizenship in our country is more poignant than ever. We are drifting apart. Contrary to the illusion of constant connectivity, Americans are isolated from one another—geographically, ethnically, economically, religiously, and culturally. Traditional forms of civic participation have atrophied. Many Americans’ sole contribution to the country is through paying taxes—not nearly enough to bind people to their communities. Only one in three eligible voters turned out in the last election. Less than one percent of Americans serve in the military. There’s a chance—right now—to inspire a renewed sense of citizenship capable of solving our biggest challenges and creating the leaders our nation needs.

Neither the idea of national service nor our vision are new, but this moment in time tells us they are both deeply needed and never before more achievable.      

Position description:

The Director, Government Relations is responsible for leading Service Year Alliance’s policy and advocacy work. He/She/They will work to advance a policy agenda to make national service a universal opportunity and expectation, principally by achieving the goals of the Serve America Together campaign (ServeAmericaTogether.org) and by increasing funding for service year programs including AmeriCorps, YouthBuild, and Peace Corps.

 

Responsibilities:

  • Advocate for the Serve America Together campaign policy agenda with Congress and the Administration, including universal national service legislation that creates local demonstrations of what universal national service looks like in communities, provides fellowships through state commissions and local communities with plans, and ties the federal agency work together through an inter-agency council co-chaired by DOD and CNCS.
  • Develop policy strategies to provide additional federal resources for service year programs
  • Manage Service Year Alliance policy and advocacy work
  • Serve as main point of contact for external partners in the policy community
  • Advocate to increase AmeriCorps, Peace Corps, and YouthBuild appropriations
  • Draft legislative specifications, white papers, letters, and testimony in support of policy ideas
  • Manage the development of partnerships with think tanks, organizations with expertise in areas of common interest, and others in the service field
  • Supervise staff and consultants working on policy and advocacy

 

Requirements:

  • Deep understanding of legislative process and federal government relations
  • Direct experience working on advocacy for policy and appropriations
  • Demonstrated track record of bi-partisan success 
  • A strong network and reputation on Capitol Hill and federal government
  • Ability to maintain good working relationships, internally and externally 

 

Preferences:

  • 5 - 10 years of professional experience working on Capitol Hill or in a government relations capacity
  • Demonstrated interest in or knowledge of the national service field
  • National service alum
  • Direct experience managing others
  • Knowledge or experience working on state policy efforts would be a plus
