We are seeking a talented individual for a Government Relations Director to execute HMS's federal government relations strategies and initiatives to achieve the company's policy goals and business objectives; enhance HMS's Washington, D.C. presence; expand contacts and relationships with policymakers; and to provide thoughtful analysis and communications of federal legislation and public policy initiatives that will impact the company. 

Essential Responsibilities:

  • Execute, in collaboration with the VP, comprehensive federal political, legislative and regulatory response and engagement strategies.
  • Track and monitor federal legislation and regulation and independently analyze the impact on all of HMS’s business including the identification of opportunities and risks; and effectively communicate those items to internal and external stakeholders timely.
  • Build effective working relationships with key members of Congress and staff.
  • Assist with building brand awareness and developing relationships with a broad array of other Washington DC stakeholders, including think tanks and industry and political  groups.

  • Prepare collateral and support materials such as comment letters, policy papers, testimony, presentations, and advocacy memos.
  • Work collaboratively with internal business units to advance business development and operational efficiency goals leveraging Government Relations tools.
  • Work with business units to mitigate competitive, contractual, brand and other risks as needed.
  • Contribute to proposals and/or RFI responses.
  • Work with State/Federal Government Relations teams to coordinate activities across states and between state and federal governments.
  • As needed, lead project teams to include coordinating work effort, following through, and meeting deadlines.

Qualifications

 : Knowledge, Skills and Abilities:

  • Possess knowledge of federal legislative, lobbying, and regulatory processes.
  • Experience and knowledge in federal healthcare programs, especially Medicaid and Medicare.
  • Established or proven ability to establish relationships with healthcare, legislative and policy community including key congressional committees, staff, federal agencies, think tanks and trade associations.
  • Effective, concise and compelling verbal and written communication skills, including formal presentation skills 
  • Ability to effectively interact with Senior Business Unit Leaders and internal colleagues at various levels 
  • Ability to effectively and independently articulate the HMS story
  • Ability to analyze information and use logic and process to address work-related issues and problems.
  • Ability to anticipate issues and independently problem solve 
  • Ability to be pro-active and prioritize work load independently 
  • Ability to manage expectations, resolves problems, and think strategically
  • Ability to manage and/or lead projects 
  • Ability to work proficiently with Microsoft Excel, Word, PowerPoint and company databases.
  • Average manual dexterity in use of a PC, phone, sorting, filing and other office machines.
  • Travel required, sometimes on short notice

Work Conditions and Physical Demands:

  • Primarily sedentary work in a general office environment
  • Ability to communicate and exchange information
  • Ability to comprehend and interpret documents and data
  • Requires occasional standing, walking, lifting, and moving objects (up to 10 lbs.)
  • Requires manual dexterity to use computer, telephone and peripherals
  • May be required to work extended hours for special business needs
  • May be required to travel at 10-15% of time based on business needs (sometimes on short notice)

Minimum Education:

  • Bachelor’s degree required

Minimum Related Work Experience:

  • 5-7 years federal government relations experience required.
  • Minimum of 3 years Capitol Hill experience required 
  • Healthcare policy experience required.
  • Corporate experience a plus.
